This letter from the Citizens for Racial Justice & Reform – Tuscarawas County has been delivered to the school board and administration of New Philadelphia City Schools. It addresses the ongoing issue of inadequate communication with non-English speaking guardians and implores the administration to take the necessary steps to bring the district into compliance with the law. Currently, the district is in violation of multiple legislative acts, including Title VI of the Civil Rights Act of 1964, Section 1703(f) of the Equal Educational Opportunities Act of 1974, and Title I and Title III of the Every Student Succeeds Act of 2015 as well as standards set forth by the United States Department of Education that were reaffirmed by the Ohio Department of Education in May of 2020.

As of June, 2021, Sheriff Campbell is the only law-enforcement professional to respond to our open letter.
